Spaces around equal sign in Attribute = "value" pair

Dear HTML editors,

Where does

     http://www.w3.org/TR/html401/

say or should it not say, that white space is allowed around
the equal sign of an attribute value pair. And there might be
more to say about the use of whitespace inside tags.
