Why does http://www.w3.org/TR/html/ point to XHTML 1.0?

Hi.

I've been wondering: http://www.w3.org/TR/html/ is supposed to always 
point to the latest version of HTML, right? So how come that it 
currently points to XHTML 1.0 and not XHTML 1.1?
