Error in XHTML 1?

Dear Sirs,

Concerning the ADDRESS-element I've noticed that in HTML 4(.01)
Transitional the valid content includes the P-element, but in XHTML 1
(1st and 2nd ed.) Transitional only inline elements are valid content.
Thus, I wonder if this is an error, because I can't find any mention of
this change in XHTML 1.0.
