XHTML modularization: requirement levels

Hi,

Refering to: http://www.w3.org/TR/2000/CR-xhtml-modularization-20001

As far as i can see, there is no definition (or reference to a definition) of
the requirement levels of the specification. There should be a normative
reference to RFC 2119 (http://www.ietf.org/rfc/rfc2119.txt) or alike.
