If you want to get PDF file of HTML *4.01* (which is the latest version
of HTML 4 Specification), it's available at:

    http://www.w3.org/TR/html4/html40.pdf.gz

If, for some reason, you really need HTML 4.0 instead of HTML 4.01,
it's available at:

    http://www.w3.org/TR/1998/REC-html40-19980424/html40.pdf
