Question about label element in "XHTML Basic"

Dear Editors;

I have a question.

In the document "Modularization of XHTML", the Basic Forms Module does not include the label
element,
but in the document "XHTML Basic", the Basic Forms Module includes the label element.

I wonder which document is right?
