I guess you tried a link from

    http://www.eisti.fr/eistiweb/docs/normes/html4/cover.html

Please note that the translations listed at

   http://www.w3.org/MarkUp/html4-updates/translations

are NOT the official translations nor are maintained by W3C.  If you
find some problem on a translation, please contact the translator(s)
of that translation.
