I found a typo in new specification.

In 5.3.2 Character entity reference,
>   "&lt;" represents the < sign. 
>   "&gt;" represents the > sign. 
>   "&amp;" represents the & sign. 
>   "&quot; represents the " mark. 

a double quotation mark is missing from "&quot;".
