FYI: New XHTML Working Draft, last call approaching

Re the mime-type question: I _think_ the best answer is that the mimetype
should state that this is an XML file (which is enough to route it to the
proper parser), and the XML's doctype declaration should state which XML
language (so that within the first few lines of parsing, the application
can know that it is in fact xhtml).

Your milage may vary.
