Errata for the Errata

I was just making notes in my printed off copy of the HTML 4.0 spec of
changes from the latest errata (1998-02-09 16:04:39)...

In the correction for Section 17.6.1: "The 'attributes defined elsewhere' is
missing for the SELECT element". The SELECT element is defined in Section
17.6, not 17.6.1.
