Please look at the beginning of section 13.7:

  <BLOCKQUOTE>
  All IMG and OBJECT attributes that concern visual 
  alignment and presentation have been deprecated in
  favor of style sheets. 
  </BLOCKQUOTE>

The (deprecated) "align" attribute is described in subsection 13.7.4.
