The section 3. Giving focus to an element
doesn't say anything about how to specify the DEFAULT element receiving focus.

People are doing this now using Javascript, for better or worse (usually worse)
effect.

There seems to be a big demand from users of legacy systems
for the DEFAULT focus feature.
