Default of submission/@separator is ampersand

The editor's draft of XForms 1.1 has been updated at 
http://www.w3.org/MarkUp/Forms/specs/XForms1.1/index-diff.html

Implementors should note that it includes the working group resolution to 
correct the default of the submission element's separator attribute to 
ampersand.

This is the default separator for the tag/value pairs of a urlencoded 
submissions, such as a typical GET operation.  The specification 
previously said the default was semi-colon. 

The schema has also been updated.
