RE: Licensing RNG files from XFV

Thank you, Micah.  We resolved to publish a Relax NG Schema for XForms 1.1 under equal status with the XSD Schema for XForms 1.1.
I have been working with Markus Gylling to bring this task to completion, based on your initial and my subsequent work.
