Feedback on 1.1: make submission attribute optional on submit and send elements

The submission attribute on elements submit and send is required.
This means that you *must* put an id on submission in order to use it.

The attribute should be optional because if it does not appear, we should 
just be using the default submission (first in build order) of the default 
model (first in build order).
