I could put the same image in a document on www.snee.com/bob, but that
wouldn't make my home page a W3C Working Draft. I think the logical place
for http://www.damowmow.com/temp/hfp.html, if its author has any ambition
for it, is http://www.w3.org/Submission/, which is described at
http://www.w3.org/2003/06/Process-20030618/submission.html#Submission. It
would still have a long way to go before the W3C considered it to be a
Working Draft.
