XForms CR - 8.1.5 <xforms:output> - the value attribute

In the diff-marked text in 8.1.5 a description is given of a value attribute.

In that description it is stated that the value attribute has no effect when 
a binding attribute is present.

Chapter 3.2.3 indicates that one of ref or bind (of the single-node binding 
attributes) is required.

In what circumstances does the value attribute have an effect on the 
functionality of the <xforms:output> element? Currently it is not clear.

In fact, it is not immediately obvious what value a value attribute (forgive 
the pun!) adds, since 3.2.3 seems to indicate that either a ref or bind 
attribute is required.

This is forwarded to www-forms-editor@w3.org in order that the editors 
provide clarification of the text or remove what may be an inconsistency 
between 8.1.5 and 3.2.3.
