Small error in the draft

There is a small contradiction in the WD in chapter 9.2.3. The XML
representation has the 'target' attribute, while attribute definitions below
says 'href'. Which of these is correct?

Also the Appendix A has still the old <submit> element instead of
<submitInfo>.
