Target of xforms:xformControlInitialize

Hi,

the description of this event in chapter 11.2.5 says that its target is
"model", however the last sentence of chapter 11.2.4 seems to say that its
targets are the form controls of the containing document (also the form
controls bound to that model would be more logical).

What's the correct behaviour?
