Felix,

We defer the support of XML 1.1 to a later version of XForms, because XForms 1.1
is based on XPath 1.0 and XPath 1.0 doesn't supports XML 1.1

We plan to support XPath 2.0 in XForms 2.0, and could consider supporting XML
1.1 at that time.
