XForms WD 20020821 - 3.2.1 / 3.3.4 Seeming inconsistency

It seems to me that Chapter 3.2.1 and Chapter 3.3.4 are potentially 
inconsistent.

3.2.1 states, "A host language must include an attribute of type xsd:ID on 
each XForms element."

3.3.4 refers to "if" an xforms:bind element has an attribute of type xsd:ID.

Either all elements do in which case 3.3.4 needs editing or not all do in 
which case 3.2.1 seems incorrect.
