Mobile Device UIT Guidelines

Hello,

I have been searching for weeks to find out what are the mandated or recommended guidelines for:

Mobile device UI guidelines there are out there -- specifically font size guidelines?  Here is the current discussion point standard application display resolution = 1280 x 768; Surface Pro 4 resolution = 2736 x 1824 (267 PPI).

Can someone please point me in the right direction of locating this information.  I have scanned through I don't know how many of the W3C and W2C information, but am coming up blank.
