Interestingly <http://blogs.msdn.com/e7/archive/2009/07/07/engineering-windows-7-for-a-global-market.aspx> says: "In Windows 7, we needed a solution that would work for all languages and for all fonts, so we created a hybrid approach that combines information from the font itself with metadata (an XML file that provides the information about the fonts on the system)."
