www-font policy change

As a result of recent messages to www-font, only subscribers can now
submit messages to the list. Messages from others will be sent to the
list maintainer who, when he finds the time, will forward relevant
messages to the list. We introduced the same policy on www-style some
months ago and it seems to work fine.
