Error 403

Hello,

When I try to get the weather sat photo at the following address:

http://www.wetterzentrale.de/pics/D2u.jpg

using a www4mail server such as collaborium.org or unganisha.idrc.ca, I get
an "Error 403  - Forbidden - Access to requested page/site is forbidden"
message from the server.

When I make the same request to other web to mail gateways Binky or
Downloadslave or Pagegetter, I receive the file without problem.

Does this mean that the requested document is in the ACL? If that is the
case, I wonder why such an innocent URL is banned.
