I just tested both links work fine with a web browser, apparently you
forgot a manual sub-directory
It is <http://www.ictp.trieste.it/~www4mail/manual/manual_19.html#SEC19>
and not <http://www.ictp.trieste.it/~www4mail/manual_19.html#SEC19>
