I understand your whole question is about how the Window event flow is
defined. This is subject to <http://www.w3.org/TR/Window/>, refer to
http://dev.w3.org/cvsweb/2006/webapi/Window/publish/Window.html for the
latest editor's draft of the document. It would be good if you could
send your question as comments on that document to public-webapi@w3.org
as noted in the SotD section of the "Window" drafts.
