DOM Level 3 Validation Is a W3C Proposed Recommendation

Following the Call for Implementations, the Director decided to move DOM
Level 3 Validation to Proposed Recommendation. Details regarding
deadline, implementation report, and  pantent disclosures are available
in the status section of the document:
