DOM L3 L&S: LSProgressEvent.position and totalSize

The description of these methods do not specify what units (bytes, 
UTF-16 units) are used to report the position and total size.

There should be a mechanism (a value of -1 for example) to indicate that 
a totalSize could not be determined or estimated.
