New ReadMe committed

In order to make away with some confusion, I stripped the ReadME file, 
pointing to the Build.html, as well as instructing people not to take 
files from the CVS and try to use them (some confusion arose when people 
tried to validate against dom1.dtd in .../level1/core/Attic on the CVS 
repository)
