NOT_FOUND_ERR

In 4.2.2 The method signature of appendDPFProperty appears to be
incorrect in that NOT_FOUND_ERR cannot occur.

The DPF Working Group agree. The NOT_FOUND_ERR cannot occur within  
appendDPFProperty. The current draft now reflects this and the  
exceptions that are raised here are NO_MODIFICATIONS_ALLOWED_ERR,  
HIERARCHY_REQUEST_ERR, and TYPE_MISMATCH_ERR.
