Hi Geoffrey,

/TR-/tr-outdated-spec actually checks the referer. If the referer is
an outdated spec e.g. [1], it will return something.
Try running
curl --referer https://www.w3.org/TR/2018/WD-html53-20180315/
https://www.w3.org/TR/tr-outdated-spec
