Moving Pointer Lock Feature Request from W3C wiki to Github

Hi Vincent,

Since WebApps' work has been subsumed by the Web Platform WG and this 
later group uses Github rather than the W3C's wiki, the information in 
the Pointer Lock features wiki [1] needs to be moved to the spec's 
Github repo [2].

One option is add both features as two new Issues (with a tag such as 
"Enhancement"). Another option is to just copy the text into the spec's 
README.md file. What is your preference (and please let me know if you 
need help with making this move)?
