The preview version of IE11 in Windows 8.1 has includes support for a
prefixed version of the 'text-combine-horiztonal' property.  Below are
rendering samples from Windows 8.1, using a mixture of codepoint
combinations and fonts.

Examples: attached are screenshots of some sample dates using
Yugothic, Meiryo, and MS Mincho fonts.
