Explorer differs for one gb18030 entry from Gecko and Chrome. The sole
other difference is that in gbk 0x80 maps to U+20AC and in gb18030
0xA2E3 maps to U+20AC. The solution for that is already in the
Encoding Standard, make both map to U+20AC and have encoding scenarios
fail for U+20AC on legacy gbk sites.
