Metadata Error in SRFI-37

SRFI-37 has a final status date that precedes the draft status, which
is presumably an error:

Draft: 2002/09/23-2002/12/23
Final: 1999/5/22

The earliest version in the Web Archive:

doesn't contain a draft/final date. The error is already present in
the next capture, from 2004, so the dates (1999 and 2000) were added
between 2002 and 2004, which adds to the mystery.

Was there, perhaps, some kind of migration from a pre-srfi.schemers.org host?
