1. french guillemets are not " or ' but  and 

2. I could not find any official typographic rule for them in
    vertical french; I could not find examples of them in vertical
    writing in french; they even seem "not recommended" in vertical
    french

3. the National Print says Asian scripts may use them in vertical
    writings but in that case they're rotated for "aesthetic reasons"
