I think the correct plural of "padding" (at least in the normal
English sense) is "padding" (since it's a mass noun, see
http://en.wikipedia.org/wiki/Mass_noun ), and that's what we use
elsewhere in the spec.

Thus the following two are equivalent
  "left padding and right padding are"
  "left and right padding are"
