proposed rewrite of WAI-ARIA conformance section (and some of host language embedding)

The attached version of the WAI-ARIA specification is for  
consideration by the Protocols
and Formats Working Group.  I am using this mechanism to avoid  
burdening all their inboxes
with copies.

FWIW it is of interest for the innovations in sections 6 and 7.

*big disclaimer* this is rough, has been through lots of history on  
the ideas but no
Group review of the actual language.
