I think arxiv.org is the wrong direction to be thinking. Instead, you
want stuff like the New York Times classified ads section. I have a
feeling that something like what you describe exists, but have that
unfortunate it's-on-the-tip-of-my-brain sensation in which I cannot
remember what it is. But if you do pursue it, I think that's the
mechanism you want: a place you can mail stuff and every month or so
it gets printed and mailed out to all the libraries.
