Hi,

  In http://www.relaxng.org/spec-20011203.html 4.6 has "In other words,
the transformation of the referenced element must not require the
dereferencing of an externalRef attribute with an href attribute with
the same value." This is not "in other words" e.g. if HTTP redirects are
resolved.
