[resent] bugzilla.org site misses </div> for navigation bar

Hello,

The bugzilla.org site currently looks pretty weird with all the content 
in the side bar (tested on safari 1.2.3 - looks OK on other browsers - 
IE/WIN, firefox 0.9.2 etc)

Apparently the navigation <div> should be closed and is not.
