This has had nearly no testing and will be buggy.

It does not address #bnode() Xpointer nor the default about="" on <head>.
Does not treat <link> and <meta> specially but takes the context 
statement's subject whenever the current statement does not specify one 
(i.e. following section 4 rather than section 3).
