cwm time:dayOfWeek fencepost bug

The test ref/timet1.n3 says...

    "1999-12-31T23:59:59.99Z"     a v:TestDate;
         :day "31";
         :dayOfWeek "4";

Now 31 Dec 1999 was a Friday.
If you count back, that means zero is monday,
which disagrees with "Sunday being 0"
