Amaya 9.99-3 WinXP minor bug: shows two target icons

Hi,

Amaya 9.99-3 for WinXP shows two targets icons if an <a> element is created.

Steps to reproduce:
1. Write some text.
2. Select some text using the mouse.
3. Click the target icon

Two target icons are shown (if the Show Targets preference is set, of 
course) instead of one.

If the document is saved and reloaded, only one target icon is shown.

This bug was already present in previous Amaya releases.
