I see the confusion.
All "Information type" and "Character element" entries are managed as ON/OFF.
If you select within an <cite> element Ctrl + i w is interpreted as OFF and 
then remove the enclosing <cite> element.
I guess it should be interpreted as a close <cite> when the selection is at 
the end.
Meanwhile I change this, I suggest you use Return to close the element.
