DocumentURL vs. Content-location

I noticed already earlier that www.w3.org/2001/Annotea and 
www.w3.org/2001/Annotea/Overview.html now have different annotations.
They used to have the same ones, which makes sense from user point of view 
when we know that certain URIs point to the same document.

Apparently Amaya uses only DocumentURLs when requesting annotations for a 
document,  while if Content-location were used it would solve the above 
problem.

Would it be possible to make that change?
