cascading when background images are used

here is a simple demo  where the first setting (normally in generic stylesheet)
sets a background image to a header....
a following stylesheet resets if a plain layout wanted
it works in msie/mozilla and opera  but not in AMAYA
if simple color backgrounds used the cascade does work ok
my workaround is to set background-image:none   but this should
not be necessary....  or is this another vague point in the recommendation
most browsers assume a new color RESETS background image .--
