HTML 4.0 allows for block content to be included in a MAP, and allows for
that to be rendered. However when I tried to make this work in Amaya it
didn't display the map. The relevant code fragment is

<map>
  <p><a href="#Current">skip navbar</a> | <a href="#Drafts">Current
    Drafts</a> | <a href="#Open">Issues and Changes</a> | <a
    href="#Meetings">Upcoming Meetings</a> || <a href="#Working">Working
    Group Process</a> | <a href="#Mailing">Membership</a> | <a
    href="#Mailing1">Mailing List</a> || <a href="#Previous">Previous
    Drafts</a> | <a href="#Minutes">Minutes of Past Meetings</a></p>
</map>
