[bug report] scrolling right on wide screen

I am reviewing config.html and hoping my revamp will
be accepted by w3.org
while scanning config.html section on proxy preferences
i noted that some <code> stuff forces wide screen
with window set to full , i have the horizontal scroll bar
displayed but it will not move right (either slow or fast jump
method).  this makes data unaccessible !!!
